How do I clean the cactus perc?

Take the bowl out first, then soak with Formula 420 or an isopropyl alcohol and salt solution and rinse well. The sculpted cactus and scorpion are delicate, so let the solution do the work instead of scrubbing hard against them.

How much water should I add?

Enough to cover the lower openings of the internal perc. If the openings sit above the waterline, the perc has nothing to diffuse the smoke through.
